Hood Won't Open

I'm not sure what happened, but I wanted to switch the batteries between my two s13s and my older s13's hood won't open. Every part is original relating to the hood. When I pull that hood opener thingy under my steering wheel, there is no resistance. The line to the hood looks like it could withstand a lot, so could it be something wrong near the latch? Any information would be appreciated. Thank you.

does the hood latch handle return when you let go of it? If not the cable could be off or broke. Try havin someone lift on the front lip of the hood while you pull the handle. If this doesnt work you gotta reach up through the opening underneath and manually pry the lever to the side for it to release.
