holset hx35 18.5cm

So I finally finished up my car after 3 years. I have rb25det completely stock, holset hx35 18.5 cm, freddy intake manny, hdi intercooler, r2d2 blow off valve and synapse 50mm wastegate. Well my question is that Im running it on safe/conservative tune at 15 psi. It run 250 hp on a mustang dyno. Is that too less? I know it's only 250hp but once power comes in it feels like 500hp pulling my car and screams sooo loud with open wastegate.
