I don't know if this is factual so don't quote me but I heard rumors that the 93-94 S13 models were coated with an inhibitor to prevent rust.
But the problem is that water find its way into the sheet meta rails between the welded sheets. In high humidity states its a problem because the humidity slows the drying time.
The reason it only happens on the left side is because the exhaust manifold location as well. I also suspect the brake lines and BMC locations as well. Brake fluid is awesome paint remover. So the combination of water seep, not drying, manifold heat, and possible paint loss due to spilt brake fluid its a recipe for rot.
I had this issue with my car, it was cut out, plated, welded and painted.
