As far as I know,

the Cometic HG's have been getting pretty good reviews.

Ive seen alot of people on the boards have issues with the Cometic not sealing or blowing out. Apexi or Cosworth seem to be the best full proof HG you can buy.

Yep, Apexi or the Cosworth has my vote. I think I'm going to go with a Cosworth when my motor gets built...

My vote goes for HKS (out of your criteria), although I would recommend Cosworth.

ACL bearings will be just fine. I use them all the time in motor rebuilds with no major issues.

I just finished putting in my Apexi HG. Can't wait to start up the motor again this week. Now I just need that bigger turbo

When I was trying to figure out which HG to go with, I received a lot of advice that Cosmetics are crap and to avoid them at all costs. If I was you, I'd do like I did and just go Apexi with ARP head studs. You'll be good to go!

COSWORTH

and arp head studs are nice but probably overkill. by all means do NOT reuse your original ones but I don't think you'll risk lifting the head at 25lbs with new stockers.

Better to do it right the first time and KNOW you're good than to run it for a while and have something break. I don't really feel like taking my motor apart once a year...
