Hit the brakes and interior light come on!

The lights on my dash will not illuminate unless I step on the brake pedal. This causes all interior, and side marker lights (along with the brake lights) to illuminate. This occurs whether I have the headlights turned on or not. I first though it was a fuse issue, upon investigation, discovered the tail lamp fuse was blown. Replaced it, turned the ignition switch over and within 20- 30 seconds the fuse pops again - even if i don't push the brake."

What year is the car?

This may sound like a stupid question, but have you had any bulbs replaced recently? If the wrong type of bulb is put in a socket it can cause some weird lighting problems.
