highbeam problem

1992 240sx w/ pop-up headlights:

ok, my right headlight stays on highbeam when the headlights are turned on. the highbeam signal on the cluster shows as well (all the time when lights are turned on). the left headlight will highbeam on command. is this a possible headlight switch problem as well? because i've only heard other problems such as highbeam not working or headlights not popping up associated with a bad switch.
