High idle/Throttle body issue?

So I am SO CLOSE to getting my sr20 hatch on the road. Currently waiting on exhaust flanges so I can bolt my exhaust on and then off to get it road legal(e-test and government bs) But I have noticed the car likes the idle high. My timing seems to be on point, I have all new vacuum lines and my thermostat seemed to be stuck but I switched it with the one from my old KA with I knew worked. The idle isn't bouncy, there is lots of power and it is making boost by the sounds of things. It will idle in between 1300rpm and 1900rpm, so I went to back off my throttle body screw and when the screw is backed off, the throttle body itself doesn't want to return any more(NOT a cable issue, it was unattached) so with the set screw pulled off a bit, the throttle body just sticks in spot and there will be a gap between the actual engine block and the throttle body. Is this normal? As in the set screw always needs to be out a certain amount? Or is my throttle body sticking open slightly?

You can try to adjust you cas, and yes the set screw should stick up alittle. I know with my n/a ka with no exhaust idle like crap, but have a buddy turn the cas a little and the idle should drop, also idk if it will help but try cleaning your tb.

You NEVER adjust the cas for idle! Google ”the final idle thread” and there are step by step instructions to dial in idle and timing correctly right here on nico.

After completely filling up my rad since changing the thermostat, cleaning my throttle body up and playing with my IACV screw, I have seemed to get the idle reasonable; 1500rpm cold and 1000rpm warm with no exhaust on it. Hoping it drops down that slight bit more once it has some back pressure hahah.
