high idle

is their anyways to adjust the idle? i tired the screw on the back side of intake manifold, i cant get it down past 1100 RPM, i need to get it lower? any suggustions.FMS says to get it to idle around 750 rpm to set the timing but i cant set it at 1100 rpm, and when i unplug the TPS it gose even higher? am i doing sumthing worng? please inform me if i am , thanks.oh yeah dont know if this matters, but EGR and secondary butterfly valves have been taking off, and the two sensors on the back of the head have been removed too.thanks
