High idle

My car usually idles bout 1k to 11k cold before fully warmed up. I also have all smog devices removed Including egr. So I know it's not gonna idle at 750 I'm fine with that. My issue is wonce it's fully warmed up wonce I put my foot on the clutch it'll jump to 15k sum times slowly climb bout 16 to17k. After a min of idling it'll drop 3 or 4 rpm's, but still above 11k. I even retarded the timing and I thought I had it down to 900rpm's, that only lasted bout a day. Any ideal's or input will be muchly appreciated.
