high idle, rich a/f

i swapped a rebuilt 92 KA into my pignose, using my 90's five speed, a 1991 wiring harness and ecu for a manual.

the idle WAS around 1400 rpm during and after warm-up, i used the idle adjustment screw to get it down to about 1000rpms, but i cant adjust it any lower than that.

also, the exhaust smells very strongly of gasoline, and after trying to mess with the idle, i noticed specks of moisture on a cardboard box a foot and a half or so away from my exhaust.

what should i check for/adjust/mess with? im wanting my idle back down to around 700 rpms without the super petrolly exhaust scent.

technical forums didnt help at all, im crossing my fingers in here.

check and make sure your vacuum lines are all connected fully with no leaks and correctly to the right places, your vacuum leak could be tricking your ecu into thinking you have more air in your manifold going to the motor than u actually do which makes the ecu add extra fuel to even out the ratio or air and fuel.
