High idle at start up

Ever since it started getting colder every morining when I start my engine it would rev to 2500 untill it got warmer the it wen't down to 1800 which is how I got the car from the shop. I also tried turning the idle screw with the tps unplugged but it dose not make any difference. I want to figure this out becase my car will be going into storage at the end of this month, next spring I don't want to start it and have something break from this high idle. This problem seems to only happen when it's cold out.
