high idle and rough start

ok so i have a 94 s13 blacktop using a e5 ecu and when i go to start the car after its been sitting for like 5 hours it wont turn over for a little while then when it does it barely does its like its clogged then after i give it some gas it starts to pick up a little bit then finally runs normal. also the other problem i have is with the idle some times it idles just fine where its supposed to at 750 to 800 but at other times it idles at anywere from 1200 to 1700 what could the causes of these be thanks for any help

by the way it has good fuel pressure, ive cleaned the iacv put new gaskets on manifold and cleaned the throttle body
