high and low beam question

So my dad noticed something strange when we turn the High beam on. the low beam would stay on is that normal? My previous car the low beam would just turn off and just have the high beam on. It looks odd too since the low beam is a tint of blue while the high beam is white

The Hi and Lo Beams will be on any time the headlight switch is out of OFF position and Flash-To Pass is selected or the headlight switch is in the 2nd detent and Hi Beam is selected. Refer to the link below for additional info, particularly page EXL-12.
