HIDs in my factory fogs

I have a '97 pathfinder with factory fogs. I'm in the process of converting them to HIDs. I've modified the first fog light and connected the wiring harness and tested it out.
The housing is forcing the beam pattern to be about 2" tall and 8' wide...Now perhaps that's what you want in fog lights, but it hardly seems to be enough light to be helpful (even though they are very bright).

I could never even tell when the standard H3 bulbs were turned on, they had no effect...I practically had to get out of the car to see...so I didn't realize how constrained the beam pattern was.

The factory housings have a metal shield in there that covers most of the bulb. Should I see if there's a way to get inside and remove that? (I'm OK with these ending up being for off-road use only)
Or are these HID bulbs directional? such that if I rotate the bulb 180 degrees it will throw light downward too?

There is an aiming adjustment procedure which may help; it is described on page EL-63 of the factory service manual.

Thanks, that's useful. I guess my problem is that I expected these fog lights, with super bright HIDs to suddenly become a usable alternative to off-road lights. My mistake. They are intentionally designed to case a flat narrow beam for 1 specific purpose....so I will consider them useful for their original purpose...fog lights.

I will just plan on an LED light bar for the future.
