Can't give much definite help, but I had a problem with my HID fog connectors. One was a bit loose and also displayed the blinking. See if wiggling/moving a connector has any effect. Getting connectors to lock positively is not always easy, and in some cases you may even need to slightly bend connector pins to get proper contact. If, however, wiggling the wiring right next to the ballast itself is having an effect then it may be a broken wire at or near the ballast, or a defect inside the ballast. If it's a warranted item, contact the manufacturer and (probably) send it back. And make sure all your wiring is held very securely after an install - clamps and cable ties are cheap insurance. Don't let connectors and wires flop about loosely.
