I would take the bumper off. From what I have read its just some clips and then pull it off. I installed mine through the wheel well, and its a huge headache. There is no room to work with whatsoever. With the bumper off you get a much cleaner install. one of these days I am going to take off my bumper and organize the hid wires better.

I also installed them through the wheel well but its true it is very annoying and time consuming. I was just afraid i would mess up my bumper by taking it off.

It alot easier to take off the bumper, save time, little more work but it very detailed to see how you want to get the hid ballast mounted.

Or

To go with wheel well without removing bumper, it take longer, more work and messy, hard to mount the hid ballast.

I installed my relay harness and let me say taking off the bumper to install HID is about 10000x easier than going through the wheel well in my opinion. It takes all of 10 minutes to take off the bumper. I was about to take it off and put it back on myself without anyone else helping.
