If you put them in the stock lamps, they really aren't designed for them. When you switch from low to high a little shield just moves to change the projected light. The stock lamps will scatter the light pretty badly and probably blind everyone around.
So my answer is. Not made for it, thats just how it will be. You may want to adjust the level of the beam so you don't blind everyone as bad.
I made the same mistake with a Bi-xeon hid on my motorcycle. When you switch to high beam you hear a click and nothing seems to happen. live and learn.
