yea, that's pretty much it.
I hadn't realized how "complex" the Qx4's fog lamp was compared to the PF's... but after thinking about it... again, yeah, pretty much what you said.
you'll have to splice together the wire coming from the combo socket (original wires for the fog bulb) to the blue/black wires in the harness.
What I would so is,
On the fog lamp closest to the battery, cut the line coming from the combo socket that goes to the actual fog light... cut it close to the socket to give yourself some length to work with it. Splice those two wires to the blue/black wires from the HID wiring harness.
Alternative steps:
This will be useful if you think you'll switch them back to halogen bulbs. find/buy an H3 socket. Make sure it's the one that will plug INTO the HID wiring harness... I can't tell if it's a male or female... or how "complex" it is, since a google gave me one over-engineered plug. Buy either two paired double barrel connector or three paired single connector... round (

http://www.radioshack.com/prod...04017 ). or whatever you're more comfortable with. Those links were just examples, in fact they're not even for the same gauge wires... make sure you get the right ones... I think for 14 gauge wires (?).
Instead of cutting close to the socket, you'll want to cut far from either end... the point is to put the connectors in so that you can easily reconnect the wires. Then, on the newly acquired socket, you put the matching end so you can switch from halogen to hid wiring harness.
Kinda like the following for three paired single connectors... it's a really BAD drawing, but I hope it gets the point across...
edit: whoops, I forgot to draw the other wire for the turn signal... it doesn't matter anyway.
