I would assume you could just disconnect the hydraulic lines from the rear steering rack and plug them and the HICAS would no longer be functional. If necessary you might have to pin the rack in place in the centered position if the rear wheels don't self center. Or maybe you would have to disconnect the whole HICAS system from the power steering pump if having the lines plugged caused any problems. But this is just a guess of how it might be done on the cheap. But why would you want to disconnect the HICAS system as J30Ts with HICAS (93 and 94 models) were the best ones ever made? If the HICAS was broken and you don't want to fix it it is supposed to go into a fail safe mode and drive just like a non-HICAS J30.
