Hicas 18 inch wheels question

I’ve heard ion this forum that if you get wheels bigger than 16s that you have to delete hicas due to rubbing issues but what if you just get smaller tires with the wheels because i just got a set of new rims and was looking and the stock rims on the car look the same size. So do I have to buy a delete kit or nah?

Also why does hicas break? Is it because of the weight of he wheels or stage size because I’ve done a lot of reading and I’m not sure what to think other than I know it can break. Also what is the part that does break in the system?
