96 s14 that doesnt pass smogg keeps saying that it is not ready and that the egr and catalyst monitors are not completing . i need to register my car and can not drive it due to the smog.. any info is needed

I'm assuming that your not getting readiness for those. Do you have a cat in it still? That could be as simple as an old o2 sensor. Is the egr still in there?
Either way take a look at the fsm and do some trouble shooting.
Also did you recently change the battery, because it takes a while for the readiness codes to come up.
