It most certainly is not a felony.
You imply that for anyone to do anything associated with aftermarkets cats is committing a crime.
If that were the case manufacturers would be committing crime simply by making them. Companies who actually do the selling of them, well they would be facilitating criminal activity. Websites would be shut down.
On the contrary, I'm pushing for catalytic converters that reduce emissions unlike test pipes that do nothing. I have simply conversed with the manufacturer about the product and have arranged for people to purchase at a reduced cost.
Of all the things I have heard you say, this is the only thing that makes me question your judgement Q.
