I don't know about raking in the cash, but hopefully he'll get reimbursed for everything he spent (and will spend) cancelling out the purchase and improvements he made. Unfortunately the victim will likely have to sue to get it as the responsible party is not yet confirmed. It'll be either the City Bureau of Building Inspection who may or may not have officially told the demolition contractor to cancel the demolition, or the demolition contractor itself.
