Please, should this be made a 'sticky'?
240SX S13 Passenger side high beam headlight will not shine
You will notice that the high beam indicator also will not light .
If you swap the headlights, then it will STILL be the passenger side whose high beam is out.
Answer: the base unit at the headlight switch stalk is a mechanical switch with three buttons activating some copper strips internal to the base unit. A sliding plastic sheet moves and presses these three buttons in various combinations when you turn the high beam switch, but as age happens, the part that activates the passenger side / high beam indicator circuit does not function.
This is a sealed unit. While it may be possible UNSEAL and clean/fix the base unit, it will be next to impossible to get it back together so it works.
Remove and replace the base unit.

Here are some general instructions and pictures
(1) remove the surround that houses the steering wheel shaft. There are eight? philips screws, and two are smaller that the others. Keep track which goes where. They are all removed from the underside of the surround, and for the two closest to the dash, you will have to move the steering wheel to its top most position to get at those screws.
(2) The surround should come off in two pieces, or more if you are particularly clumsy / unlucky. Remove the two electrical connections. Generally, pinch them with needle nose pliers and pull. This will compress the locking tab and make it easier to separate them.
You will have access to screws that hold the headlight switch stalk. Unscrew and remove the light switch stalk and take it to your workbench and follow the white, bouncing ball (I mean, look at the pictures below!!).
