help with possible future plan ideas

I Think someone can answer these questions fairly quickly, its just a bit of general/technical questions. Okay, so, Driver: Idiot, Car: old 240, Use: high speed, and very non performance type driving, "stock driving" or, much less then the performance of a stock 240, because the upgrades I'm talking might make the performance of my car less then stock. so yeah. High speed, with a lower cost, drive-ability is really off the table with concerns to power delivery. Now, for a real part of the situation, I don't have a car, money to do this, other then the idea. so take that how you may, its just an idea of what I might want to do in the future, its nice I have a, Use and Thought of Money Spent:::: high speed/ with stock or less than stock performance for up to like 3 thousand RPM. and low cost. Now I know I'm putting a limit there, And I know that highway drive-ability is different, but as I said, "I" the driver am an idiot, I mean idiot driver, not idiot at making decisions, it would be unwise to put the thing on the highway if I do the mods I'm possibly thinking of, so after you, kind of, take that "NOTE" into consideration that I'm really okay with the ideas (your ideas and mine), going above and beyond wrecking drive-ability. Moving on. SO uhm, Can I have twin charging, sequential turbo setup, or big turbo, without standalone, piggyback, meaning boost at Fuel Pressure Regulator and stock ECU, and no other costly (other than boost controller) electronic aids, and have it somewhat work. I know these questions are a bit much, and please throw all the tech out, ill be happy to get as much info as I can out of whatever you kindly grace me with. P.S. I have a bit more questions about what type of twin charging, or turbo setup questions. Thanks.

Nitrous. Your idea is hard to follow for me, but it's ALWAYS the cheapest power adder.

Turbos will always require ECU mods. Period.

Well, there can be exceptions to the rule. Such is the case with using an FMU and retarding base ignition timing a few degrees. I never did go that route or any boosted route because life ftl. Yes, all these years on hiatus and even with WD convincing me of the reliability of that type of setup. I got busy, things happened, yada yada. At any rate, with that I would certainly run an aftermarket fuel pressure gauge along with going over the WOT runs with detcans to make sure everything is safe. Wideband too, obviously. Point is, even with the simplest turbo or supercharger setup, forced induction in general is still pretty complex if the concept is new to you. However, I'm confident that if you give yourself and the forum a little patience that you'll figure out what you want and how to do it!

Also, fwiw, 3k rpm is around 70-75 mph in 5th gear, so if you have a setup that's geared for power below 3k rpm, you'll never benefit from it.
*Unless you're talking backroads with 45-55mph speed limits and not interstate highways like I'm talking about. Even then, you've got around 25mph to gain before everything falls flat. I'm just trying to paint a scenario to kind of illustrate what you want vs. what might actually happen.

I'm having a difficult time recognizing what the actual question is.
How to make power with little to no money with no regard to the safety or longevity of the vehicle?

Always consider removing weight too. It's the cheapest thing you can do to make the car go faster, handle better, brake better, etc.
