Sorry I never got around to responding. First, you are definitely correct about the sealed enclosure. It will give you the cleanest and tightest response from the sub. On that budget, I'd doubt you'd need to upgrade the electrical system, so that should save some cash (although I always recommend upgrading the big three).
With the limited size in our trunk, I'm usually partial to recommending one good sub over two (better quality and more space left in the trunk for anything else you need). On that budget, I probably wouldn't focus on speakers just yet. It might make more sense to get a good substage up and running, and then decide later if you want to upgrade interior speakers as well.
As far as components go, personally I'm pretty partial to ID subs (especially in that price range). Woofersetc.com is an authorized retailer, so you can find them online at a decent price and still have a warranty. The ID MAX is an excellent sub, but it will run 450 for the 10" and 500 for the 12". If that's starting to push the budget, the ID Q is still a great sub and it is either 240 or 280 depending on the size.
The amp is going to depend on which sub you would decide to go with. The ID Q can handle 500 watts RMS and the MAX can run 1000. I seem to also recommend the Sundown Audio amps a lot. The one I have has treated me very well and I've been quite impressed. You can buy them here. The smallest sub amp they have is the 1000D which would run about 350. That is a killer amp and can drive any sub cleanly. The 1000 watts will be far too much for the ID Q, but the gain can be set to keep the sub from blowing. This would also leave room for a possible sub upgrade down the road.
