Help with ignition crap!!!!!

The key switch has 2 plugs come that off of it, the on with the B and R wire, is not plugged in, a.) wtf is this thing called, b.) what does it plug too, c.) what does it do!?!?

I think its causing my ecu to mess up. I have to rig or fix my check engine light, it doesn't come on for a brief second when you turn the ignition to on. I guess it needs to switch on for a second inorder for me to pass smog... Im sure i can rig it, but i know nothing about electricity.Thanks
