help with elbow install

Just bought a 70mm elbow, which came with the o2 bung, and gaskets; My stock elbow came with another bung near the 3 bolt flange that connects to the downpipe, that has a pipe attached to it, that goes to a box, and that box connects where the air filter intake goes; what that for? can I eliminate all that?
