Help with Dash vin

I have tried searching these forums and google, but can't find out what I need to do to legally swap the vin number from the dash I have in a 89 from my dead 91's dash. Can anyone tell me how they swapped the vin plate on theirs thank you in advance.

Can't you just drill the rivets out and swap vins?

thank you normally i wouldnt care, but i'm about to move to a new state and didn't want any issues with the car.

No. VIN plates are attached with special pop rivets which you'll not be able to get; officers know what to look for and tampering will get you handcuffed.The VIN plates are under Federal law. If you change your dash, you're required to contact your state authorities to have a new ID number assigned to your car. It's paperwork baloney. Check with your local troopers for what the procedure is in your area. Do not pop-rivet the original VIN back on.

Nissan dash rivets are nothing special and the only major difference between them and easily attainable hand squozen blind rivets is the black color. I should know, my job has me assembling parts with all kinds of pop rivets, hi-loks, hi-shear rivets, universal button rivets, etc..

If I can hardly tell the difference, there's no way in hell a cop is gonna tell the difference. The only way a cop would, "call you out" is from other signs of tampering (mismatched or the wrong type of fasteners, bent vin plate, scratches, fingerprints, etc..) Also, not all makes of cars share the same type of rivets and sometimes the rivet types vary within the same damn make and model. Hell, some don't even use rivets to secure the vin plates.

I just painted standard rivits before moving the VIN to my new dash and you can't even tell the difference.
