Help with check engine codes 43 & 31 1995 4x4

Hello I have a 95 king cab 4x4 and it's throwing codes

31-Ecu control unit- input signal is beyond normal range.and 43-Throttle sensor-

The truck is getting 17-20mpg so theres no tps issue. IS this common from what i've gathered is that theres a short somewhere. but I there seems to be no issues and the check engine lights been on for the last 50k or so. He claimed it was the VSS, but it's not.

Any ideas where or what to look at?

would it mean my tps needs to adjusted? i want this check engine light to go off.
