The block will need to be taken to a machine shop and will probably need to be bored out to clean that rust up. If you're not financially up to building the motor, you can nab a cheap one from someone and slap in there.

Since the motor has to come out, I would attempt to hone the cylinders and see if its just surface rust. im with him though^, los like it'd been sitting like that for a while rusting away.

So I couldn't just get some degreaser and wipe it out? I wasn't planning on taking the entire engine out. I just wanted to take the head off.

No way. Rings would never seal right without at least at bare minimum a good hone. I'm leaning toward boring because its possible a hone won't clean up that much rust. Minimum for that is new rings and hone (if the gone comes out good.)

I'm going to wipe it out then take a pic to see if the walls ate damaged. Because the stuff comes right off if I wipe with my finger

It might come off, but with rust like that, you usually get pitting on the cylinder walls. If it's super light, a re-hone MIGHT do the job, but 9 times out of 10, the only way to get rid of surface pitting on the walls is boring.
