help w/starting motor for first time

I've been trying and trying to get my motor to run for the first time and no such luck. Its a 91-94 ka24de w/ an 89 ka24e transmission. I recently plugged in my o2 sensor and hooked up the radiator hoping that could possibly fix my problem but it still does the same thing. If its been sitting for a while I can start it and it will run for like 10 seconds then after that i wont be able to get it to start again. I'm pretty sure its getting flooded. I took the valve cover off to get my distributor set right initially as well. I checked my ecu today in diagnostic mode two with the iginition in the on position and the only code I could get was code 11 which means my crank angle sensor is messed up apparently?? But from what I understand s13's don't have a cas and that its the distributor?? not too sure on that exactly. Could that be the cause as to why my engine is not running or flooding like it is? The only other thing i can think of is that the walbro 255 fuel pump was installed incorrectly b/c when i turn the ignition key to the on position you can here the fuel pump but it stays on and doesnt turn off. I've got an aftermarket fpr and have adjusted that too so i'm not sure if that could still be the problem.... All i know is i've tried everything! I don't know what to do can someone please help? If theres anyone from the nashville area willing to help I'd really appreciate it as well. I've been trying to get this thing running for too long and i'm tired of dumping money on it. I did take it to a shop at one point but they just ripped me a new one and didnt get any thing done except break the bank and claimed to have had it running with the distributor timed 180 degrees off timing. Every ka24de has a CAS. Its built into the distributor. If your car has that code, that means your main sensor thats supposed to tell your ECU where your engine is in its timing sequence is fckin up. Wiring or the whole CAS/dizzy itself is the culprit, or maybe even the ecu, but thats much less likely.

does the problem I'm having seem like something that would be caused by a faulty cas/dizzy? The thing thats wierd is that the shop I had my car at said they put in a new distributor. What part of the distributor is the cas? After resetting the ecu and letting it sit for a while and then starting the car again then checking the ecu i got code 55. Is there a way to check the cas? what do you suggest i do?
