help w/ HKS SSQ BOV

I just finished my car and the BOV will not open when I let off the gas. It's an older type HKS SSQV. I have 23inhg of vaccum at the boost gauge. I ran the bov and the boost gauge with a "T" to an extra port on my intake manifold. What could be causing this problem?

Things I already tried:

1. Took the bov apart to inspect it and it had a little bit of rust on the center where the diaphram is. Clean it and lubed the shaft. put it back together and installed it. The problem is still there.......

2. Hooked up a hand held vaccum pump to the bov vaccum tap and the bov did not hold any VAC I think this is where my problem is.

Should the BOV hold VAC when hooking up a hand held vaccum pump?

Any help would be appreciated.

it depends on how stiff the spring is set at. generally most atmosphereic vented blow off valves. so it should stay closed at 22-23 inches of vac. try to losen the adjuster screw and use the vacuum pump to see if it opens. i'm guessing it should set to open at around 25 inches of vacuum.

Sounds like a hole in the diaphragm.

I have 22.5 at idle and 27 when I let off the gas. The diapharm looks ok. but the actual shaft assembly has a little bit of play I think this is where the problem is.
