Help understanding rim offset and size

Hey guys, I have a 2014 Rogue Select so its basically a 2013. I currently have 16" rims and what I'm looking for is a larger rim and maybe a wider tier. I was looking at 18s but see some doing 20s, I think 19 would be the largest I would go. Now if I understand this right, if the offset is lower then the rim comes out more? Does that give it more room to add a wider tier?

So whats the largest size rim I can go and make the tire wider without modifications?

Thanks, i have been on that page looking for rims but never seen that. So when your shopping for tires for new rims how do u know they are wider then the stocks?
