I just recently brought a non-running 91 fastback "ka24de" a couple of months ago. It stopped running because of a broken camshaft. So I just replaced both camshafts, new timing chain, water pump, spark plugs, plug wires, distributor, fuel filter, and the battery.

I go to start it and all it does is makes this sound like something is winding up or just turning. no clicking, no grinding noises, just like a revving sound. It doesn't even try to turn over.

I am quite positive that I have the timing set right. cyclinder 1 is at TDC with the timing chains marks setting my intake cam at 12 o'clock and my exhaust cam at about 3 o'clock, and the distributor is set to fire at plug number 1.

N E 1 have any suggestions? maybe its the fuel pump? Any help would be great.

the starter may not be engaging

kind of unsure, the engine is rotating or just the starter? A broken cam will usually leave a valve hanging in the path of a speeding piston, if the motor cranks but doesn't start you might want to run a compression test and see if you have a bent valve.

check the fuses,and check the compression too.
