i was wondering if there was a turbo kit for a ka24e i see them for the ka24de. and is it safe to do it if the motor is rebuilt

Best thign to do is to piece one together. JGS sells a sohc mani. Or search the classifieds for a good deal. Why wouldn't it be good to turbo on a fresh engine???

I definitely agree that you should look at the JGStools kit. I plan on getting one for my DE, but there are other options as well such as Jordan Gladman. He makes manifolds for the SOHC and has great success.

Yep, you can find them on EBay when he has them done. If he were to market a turbo and downpipe with his mani he'd do a lot more bussiness.
