is it bad that my ca is boosting 10psi with no boost controler?

no, how do you have your vacuum line running to your wastegate? is it a small line or a decent sized one, because if you use a real small line it'll boost creep. Also, if you have don't have the factory O2 houseing or downpipe, you can boost a little higher cause of exhaust velocity.

could be the diaphragm in your waste gate actuator leaking.

Do you have an upgraded exhaust? It'll boost creep due to the higher exhaust velocity. Basically, the exhaust gas can't flow through the wastegate opening fast enough to control the boost to where it needs to be. It's a normal problem on turbo cars with upgraded exhausts.

taking out the boost solenoid will also increase boost which it did on mine. 10psi on a ca t25 is far from healthy
