HELP, SR Gearing Problem??????

I was test driving my SR redtop in my S14 and I noticed that 3rd gear redline is shorter than 1st and 2nd gear. I don't know if I hit the governer or something because when i redline 3rd gear at around 7500 RPM, when I shifted to 4th, i cannot punch it. My 4th gear RPM goes slowly down like i'm not stepping on the gas, even that I do, to around 4 or 5K rpm, then i have to double clutch to get it back into gearing. Normally, it drives fine. But under heavy condition...my 4th gear is fawked up. Do you guys have any idea why? If i shift it at around 7100 - 7200 RPM in 3rd gear, my 4th gear works perfect.
