HELP SPACER PROBLEM!

Well in installed my 30mm spacers up front of my car. seemed to go on well.. but i have two problems

1. one side still looks more sunken in then the other, they are both 30mm spacers. one side is about 10mm form being flush and the other is flush on the fender.

2. on the side thats flush (driver side) i head a wierd noise when goin slowly. like something is hitting some where as the wheel turnes, not bad kinda like when somethings loss and getting hit.

i feel no vibration on the hi way or local. i did some "testing" last night form 60-120 its smooth , it feels like it does when their was no spacer on. so i believe that they are on there properly. but i cannot figure out why one side is more flush then the other and the damm sound is really pissing me off..
