If your test light activates the relay then the ECU signal (ground) is not working. I can't say for sure if that means the ECU is bad but that would be a safe assumption. Sounds like you have all other vital voltages, just the ECU isn't telling the relay to turn on. I believe the same output activates the ECCS relay as well. Know anyone that has a spare ECU you could plug in?

If you leave your test light connected to that lead to activate the relays will your car start?

FYI, the reason your relays turn on through the test light is because the lightbulb has a low resistance and allows the ground to pass through to the circuit if there isn't 12V+ on the other side of the test light. They can be a handy tool like that but it's that same reason they aren't recommended for use on the computer. The ground potential they allow to pass can damage sensitive electronics and even set off airbags if you poke the wrong wire.

I didnt try to start the car with the tester pluged in. I didnt want to burn something up. Would it hurt anything to try it? What about some extra wire ran between the two points? Anybody esle out there that thinks this is a good idea or a bad idea? If not then i'll try it when i get home.

I was referring to the comment by grantfc about the test light activating the relays.

I wouldn't do it that way, I was just curious if he wanted to try it since he was already messing with the test light.

I would just pull the IC relay out and jump the contacts, NOT THE COIL, to simulate the relay being on. If the ECU output isn't working you'd need to do the same thing with the ECCS relay.

In case you aren't sure what I mean by the contacts and not the coil, for the IC relay you'd be jumping the BR/Y and the B/W wires and NOT the W/B and GY/R as that would short out the computer and if it's not already toasted it would be after that.
