Your Crank-Angle-Sensor will be 'sticky' / hard to move the first time you attempt to move it. The timing cover has some tacky sealant around it. With the bolts loosened, you should be able to rotate the housing CW and CCW within the limits of the slots. If you are wanting to remove the CAS, pull it evenly from both sides and carefully SLIDE it out. It should move about 1/2" or so and be free of the timing cover. Don't yank or pull from one side.
If you are wanting to adjust the timing, just center the CAS on the bolts. That's the main reference point. You use a timing light to check your physical timing, and adjust with the CAS rotation. You should be on the 2nd *white* mark on the harmonic balancer / crank pulley (which is 15*).
