help pass headlight won't go down

'92 240 coupecouldn't find anything in archives. passenger side headlight won't go down.This was a gradual problem as it would go down about 5 seconds after the driver side. Is possibly a relay and if so would it be the H/L RET or H/L RET DownPS just changed oil using Valvoline 10/30 synthetic blend and the engine purrs. Can't even hear the timing chain guide rattle.
