help, no horn and cruise control

i need help, i can not get my horn or cruise control to work. i helped someone jump their car. they started their car and my horn turned on by itself and would not shut off, unless i turned the car off. i checked the fuses and relays, neither were blown but i replaced them just to be sure. the horn only sounds when i either start the car, or when i turn the car on but not the engine. i have checked the wiring diagram, the only thing thta i can think of is that their is something wrong in the steering wheel. it does have airbags. does anyone have any ideas on how to fix it. this is my first car, and so of coarse it is my little baby. thanks

your post kinda doesnt make since. You are saying the horn works when the car is running amd when the key is on and not running.

I think there was a TSB on the switches in the steering wheel. or their inner part any how.

when i hook up the fuses and relays hey horn will work normally when the car is off or on acc, but as soon as you start the car or put the key in the on posistion, two seconds the horn turns on automatically and dooes not shut off unless you turn the car off

Does the horn sound steady or does is honk in pulses?
