HELP! New pads only touching top of new rotors.

I just put in new rotor and pads a few days ago and I noticed that the pads touch only top of the rotors and leaving rust at the bottom. The passenger side rotors see the more than the driver side front rotors.

Is there something wrong with the caliper metal frame? I can't see how the iron block can be bent to let this happen.The caliper claws seem to be going a little outward instead of straight down at 90' angle. Is it supposed to be like that?

I found out that the calipers are worn at the support for outer pads.

DO NOT USE BRAKE PADS WITHOUT SHIMS!

Appearently, the back of the pads rubbed against the caliper and wore it out. Now I have to buy new front calipers.
