Help needed with a Closed Throttle Position Switch

Just little background:

I have a 91 240sx. Recently, I was having some trouble with my knock sensor and the car driving in fail-safe mode.
That problem has been fixed and I'm getting a 55 reading when I run the diagnostic on the ECM.
But, the car is still driving the same as it did when I was getting the knock sensor code.
So, finally, I broke down and pulled the TCM. As I was doing the checks, with a multimter, I got to the Closed Throttle Position Switch (pin 14 on the TCM) and it's reading 0 volts without the pedal being pressed.
The TPS is new and set at .45 volts.
I did everything that I could find in the fsm and still can't seem to remedy the problem.

Any help would be appreciated. What could cause the closed TPS not to function correctly?

BTW, I can't seem to get the self diag (using the overdrive light) to work right now.

I would check your wiring. You should have some voltage even with the pedal depressed.

I finally got a chance to get back to the 240. I used two voltmeters (one for the tps voltage and one for the closed position switch). After adjusting the tps, I got everything squared away with the closed position switch. However, while doing some continuity tests on the shift solenoids, it seems that there is no continuity between the TCU and the terminal cord assembly connector.

I'll run some more tests later but, it looks like I may have to re-wire the shift solenoid A & B wires and the overrun clutch solenoid valve wires.
