While it's possible that the oil cooler legitimately needed to be replaced, it still seems that the dealer service department is still suspect.
1. In your case, there shouldn't be too much confusion between an oil, transmission fluid, and coolant leak. I'd really like to know the reason why they couldn't give you a straight answer up front. The dial on the BS meter is already starting to move here.
2. I'd bring the car somewhere else for the A/C work, someplace trustworthy. A/C work typically doesn't require a dealership service department. While it probably won't be cheap to fix, there's a good chance that it'll be less expensive than having a dealership do it. Also, the second opinion from a different shop won't be accompanied by the mistrust you already have with the dealer.
3. I'm not 100% sure, but I thought that the recall repair on the steering column is done from the interior of the car, and not from underneath. The steering column is located behind the engine, while the A/C compressor is up front.
4. I believe that the oil cooler is located in front of the radiator, and the radiator is in front of both the A/C compressor and engine. I haven't seen how an oil cooler replacement is done, but I can't see how doing that repair could cause collateral damage to an A/C compressor.
So I'd recommend to get a second opinion and see what they have to say. Good luck and please let us know what happens.
