Help might have temp. problem

i have a S13 Red Top SR and my problem is that my car does not heat up to its normal temperature when ive been driving on the street it heats up to the 2nd notch on the temperature meter but than it goes back down!! is this normal?? oh i also have a KOYO radiator and a GREDDY front mount if that helps. Thanks guys
