Well, assuming that your definition of turning over and mine are the same, it sounds like your starter isn't getting juice. Check to make sure your starter is connected to the battery properly. Check the ground, positive lead, as well as your signal wire. If that all checks out, make sure that when you turn your key to the start position, your signal wire gets power. Take a voltage meter to the smallest wire running to your starter, crank the key and see if you have power.
You can also 'hotwire' your starter to see if its good or not. Take any spare wire you have lying around your shop and connect it to the positive side of your battery. Next, take the other end of that wire and place it against the smallest terminal on your starter. This SHOULD 'turn over' your engine. If not, you have something wrong with your starter, as long as the power/ground running to it check out ok. At the very least your starter will click if you've done everything right. Hope this helps
