help me please....frustrated and lost

so i rebuilt this ka24de to put in my 89 coupe and i'm having a no start problem. When i go to start it i get a "puffing" sound coming from the intake side which goes away and just continues to crank over which leads me to believe its a timing problem. Thing is i've done the timing 3 different times and still the same thing. When i'm at #1 TDC my cams are opposite of each other (exhause point to driver fender, intake vise versa) I installed my distributor with the dot matched with the groove on the shaft which has the rotor pointing to the front of the car. I have fuel and spark. I'm at a complete loss here people....

make sure your iacv or your egr isnt leaking,, take your cap off your rotor when your at tdc and make sure the rotor is truelly at #1 on your cap
