help !!!! leaking oil

I just recently puchased a 1995 200 sx sr20 1.6it started leaking oil out of the capped hole on the oil pump cover platei put a picture in so you will know where im talking about...Questions1. why would it leak there? too much pressure?2. can i replace cap or do i need to replace whole cover plate?3. what do i need to do to fix it?ive worked on lots of cars just not nissans

i need an answer quick i need to get this back on road

The part is timing chain tensioner. A: It needs to be resealed or B: Someone has stripped the bolts and that is why it is loose.

C: The 200sx SE-R doesn't have a 1.6 SR20, it is a 2.0, unless someone swapped in a VE.
